    Inequality, a scourge of the XXI century

    Social and economic inequality is a plague of the XXI Century. It is continuously widening, as the wealth of a relatively small group increases and, therefore, the rest of the world shares a shrinking fraction of resources. This situation has been predicted and denounced by economists and econophysicists. The latter ones have widely used models of market dynamics which consider that wealth distribution is the result of wealth exchanges among economic agents. A simple analogy relates the wealth in a society with the kinetic energy of the molecules in a gas, and the trade between agents to the energy exchange between the molecules during collisions. However, while in physical systems, thanks to the equipartition of energy, the gas eventually arrives at an equilibrium state, in many exchange models the economic system never equilibrates. Instead, it moves toward a "condensed" state, where one or a few agents concentrate all the wealth of the society and the rest of agents shares zero or a very small fraction of the total wealth. Here we discuss two ways of avoiding the "condensed" state. On one hand, we consider a regulatory policy that favors the poorest agent in the exchanges, thus increasing the probability that the wealth goes from the richest to the poorest agent. On the other hand, we study a tax system and its effects on wealth distribution. We compare the redistribution processes and conclude that complete control of the inequalities can be attained with simple regulations or interventions

    Participatory Democracy in Local Government: An Online Platform in the City of Madrid

    In 2015, the local government of the city of Madrid (Spain) introduced an electronic participation system. This initiative stemmed mainly from the social movements that had occupied the squares of many Spanish cities since 2011. As a result of the local elections in 2015, many of those same activists gained institutional power, took citizens’ participation very seriously, and decided to use the possibilities offered by the internet for political and administrative participation. In this article, we seek to assess the impacts of the Madrid city government with the e-democracy experiment – based mainly on establishing an online platform to facilitate citizen participation in political and administrative decision processes. Drawing on qualitative and documental data, our research indicates that whereas the overall aim of the project was to give citizens a say in local policy and decision making, our case study shows that participation was very low since most of the population does not feel concerned by these processes. Indeed, one of our findings showed that citizens’ involvement offline surpassed in some cases their online participation. To identify who is politically active online and offline is a great challenge, to which the promoters of the project did not pay much attention. Although e-participation was meagre in relation to the electoral turnout, the case study also shows that many proposals from the public were incorporated into the local policies, indicating that from a qualitative point of view, e-participation influences decision-making processes. Perhaps local governments should use a more strategic and integrated approach towards the use of electronic technologies to foster and motivate citizens’ involvement in local politics and administration. This more integrated approach should be less dependent on ideological incentives, more institutionalized, and must incorporate citizens’ perceptions and inputs before the introduction of new technologies

    Strengthening European local governments to address global health crises and their consequences

    The crisis generated by Covid-19 is a product of global interconnection, but its impacts are manifested locally in a differentiated manner. This text assumes precisely that local governments, as the administration closest to the citizens, are a key instrument to face the effects of this and other global risks in a more democratic and effective way, because they can provide differentiated and more adequate responses to the concrete needs of the citizens. Moreover, if decisions taken at a local level are widely participated and deliberated by the population, they are more legitimate, and this makes it easier for citizens to accept measures that restrict freedoms, such as those imposed worldwide by the public health measures taken in response to Covid-19. In line with these assumptions, in this policy paper we highlight the need to strengthen European local governments by giving them greater resources and more autonomy. Our position is consistent with the recommendations made by international bodies during the current pandemic, but it is also supported by the evidence the authors have gathered from their participation in a European research project within the H2020 program (COST Action IS 1207 LocRef). Based on the results of this research, a series of practical recommendations are proposed for the European Union and the member countries to grant increased resources and a greater degree of autonomy to local governments

    M dwarfs in the b201 tile of the VVV survey: Colour-based Selection, Spectral Types and Light Curves

    The intrinsically faint M dwarfs are the most numerous stars in the Galaxy, have main-sequence lifetimes longer than the Hubble time, and host some of the most interesting planetary systems known to date. Their identification and classification throughout the Galaxy is crucial to unravel the processes involved in the formation of planets, stars and the Milky Way. The ESO Public Survey VVV is a deep near-IR survey mapping the Galactic bulge and southern plane. The VVV b201 tile, located in the border of the bulge, was specifically selected for the characterisation of M dwarfs. We used VISTA photometry to identify M dwarfs in the VVV b201 tile, to estimate their subtypes, and to search for transit-like light curves from the first 26 epochs of the survey. UKIDSS photometry from SDSS spectroscopically identified M dwarfs was used to calculate their expected colours in the YJHKsYJHK_s VISTA system. A colour-based spectral subtype calibration was computed. Possible giants were identified by a (JKs,HJ)(J-K_s, H_{J}) reduced proper motion diagram. The light curves of 12.8<KsK_s<15.8 colour-selected M dwarfs were inspected for signals consistent with transiting objects. We identified 23,345 objects in VVV b201 with colours consistent with M dwarfs. We provided their spectral types and photometric distances, up to \sim 300 pc for M9s and \sim 1.2 kpc for M4s, from photometry. In the range 12<KsK_s<16, we identified 753 stars as possible giants out of 9,232 M dwarf candidates. While only the first 26 epochs of VVV were available, and 1 epoch was excluded, we were already able to identify transit-like signals in the light curves of 95 M dwarfs and of 12 possible giants. Thanks to its deeper photometry (\sim4 magnitudes deeper than 2MASS), the VVV survey will be a major contributor to the discovery and study of M dwarfs and possible companions towards the center of the Milky Way.Comment: 11 pages, 4 figures. Partindo do âmbito do materialismo histórico, abordam-se inicialmente as características sobre a acumulação primitiva, produção e reprodução do capital, sistema de crédito, o capital portador de juros e o papel dos bancos, juntamente com os movimentos de concentração e centralização do capital. Posteriormente, volta-se para o caso equatoriano, visando observar o comportamento do capital financeiro neste país. Mais especificamente, foca-se na relação do capital financeiro com a dívida pública equatoriana e seus desdobramentos, os quais resultaram na auditoria fiscal da dívida publica e tiveram reflexos sociais e econômicos. Elaborou-se para tanto, também uma análise histórica da dívida do Equador para uma melhor compreensão da problemática

    Effect of anisotropy in the S=1S=1 underscreened Kondo lattice

    We study the effect of crystal field anisotropy in the underscreened S=1S=1 Kondo lattice model. Starting from the two orbital Anderson lattice model and including a local anisotropy term, we show, through Schrieffer-Wolff transformation, that local anisotropy is equivalent to an anisotropic Kondo interaction (JJJ_{\parallel} \neq{J_{\perp}}). The competition and coexistence between ferromagnetism and Kondo effect in this effective model is studied within a generalized mean-field approximation. Several regimes are obtained, depending on the parameters, exhibiting or not coexistence of magnetic order and Kondo effect. Particularly, we show that a re-entrant Kondo phase at low temperature can be obtained. We are also able to describe phases where the Kondo temperature is smaller than the Curie temperature (TK<TCT_K<T_C). We propose that some aspects of uranium and neptunium compounds that present coexistence of Kondo effect and ferromagnetism, can be understood within this model.Comment: 7 pages, 3 figure

    Cooperation and Defection at the Crossroads

    We study a simple traffic model with a non-signalized road intersection. In this model the car arriving from the right has precedence. The vehicle dynamics far from the crossing are governed by the rules introduced by Nagel and Paczuski, which define how drivers behave when braking or accelerating. We measure the average velocity of the ensemble of cars and its flow as a function of the density of cars on the roadway. An additional set of rules is defined to describe the dynamics at the intersection assuming a fraction of drivers that do not obey the rule of precedence. This problem is treated within a gametheory framework, where the drivers that obey the rule are cooperators and those who ignore it are defectors. We study the consequences of these behaviors as a function of the fraction of cooperators and defectors. The results show that cooperation is the best strategy because it maximizes the flow of vehicles and minimizes the number of accidents. A rather paradoxical effect is observed: for any percentage of defectors the number of accidents is larger when the density of cars is low because of the higher average velocity.Fil: Abramson, Guillermo.
